Project Attachments is the fourth collapsible section on a project's Project setup tab, and it saves you repeat work. As the section says: "These documents will be sent as attachments in every commitment package issued under this project. You can add them now or after creating the project." Upload a wage decision or a certificate of insurance once here, and it rides along with every commitment package on the project instead of being attached vendor by vendor.
The section is marked Optional, so you can move past it and come back.

Steps
Open the project and stay on the Project setup tab.
Click Project Attachments to expand the section.
Click Create a New Group to make a group for a category of documents, and name it something your team will recognize.
Inside the group, click Upload files and pick the documents to add.
Repeat for any other group you need. Each group shows its document count and the date on each file.
Click Next Section to continue to Roles & Responsibilities, or Skip this section if you have nothing to add yet.
What happens next
Every commitment package issued under this project carries these documents as attachments, so vendors receive them without you attaching anything by hand.
You can manage the contents at any time. Rename group changes a group's name, and each file has View file, Download file, Rename file, and Remove file.
Because the section is optional, skipping it does not block the rest of setup. You can open the project later and upload then.
If this doesn't work
A vendor did not receive an attachment you uploaded → check the timing. Documents added after a commitment package was already issued may not appear on that package.
You cannot find the file you uploaded → files live inside a named group, not in one flat list. Check the other groups, and check the document count on each group heading.
You have no Upload files or Create a New Group button → you likely have view-only access to the project. Ask an Admin in your account to change your role.
