Send for approval stays greyed out until four things are true: the project has an approval workflow, a commitment package is selected, a vendor is selected, and every required merge field is filled. The line directly under the button names whichever one is still missing, in that priority order. When it is the fields, the line reads 2 merge fields left to fill followed by a clickable take me there. Click it to jump to the first empty field, and the button turns clickable once the line is gone.
A draft with a couple of required fields still open is the usual reason, and it is easy to miss which section they are in.
Steps
Open the commitment draft you want to send. The page is titled Commitment draft and carries a gray Draft badge. The header row shows the commitment name, the vendor chip, All changes saved, the completeness ring, and the approver pill, with Send for approval at the right end. Read the merge fields left to fill line directly under the greyed Send for approval button. That number is how many required fields remain, and the line disappears altogether once you fill the last one.
Find the sections that are not finished. Completed sections show a green X of X complete badge, for example PROJECT 5 of 5 complete, and any section without that green badge still has fields to fill. The section headers you see are VENDOR, PROJECT, PRIME, SCOPE, TASK, and CUSTOM.
Click Expand all to open every field in those sections at once.
Fill the remaining required fields. You do not need to fill every field, only the required ones, and the count under the button tracks exactly those.
Required fields: only fields marked required block sending. Optional fields do not. This is why the completeness ring near the top, which counts every field as completed over total (for example, 19 / 38), can read below its total while the line under the button has already disappeared.
Important: Send for approval changes the badge next to the commitment name from Draft to In Review and routes it to the approvers set for this project. Finish your edits before you send.
Click Send for approval once the line under it disappears and the button turns solid blue.
What happens next
When the last required field is filled, the line under the button disappears and, with the other three gates cleared, Send for approval turns clickable. Clicking it changes the badge next to the commitment name from Draft to In Review and routes it to the approvers shown in the read-only Approval flow drawer. Your work is saved the whole time, the header reads All changes saved, so you can leave the draft and come back without losing anything.
If this doesn't work
If Send for approval is still greyed out after you think the draft is done → read the line under the button. If it names merge fields, open any section that does not show a green X of X complete badge and fill what is left; click Expand all to see every field at once. If it names a missing approval workflow, package, or vendor, fix that first, because those blockers are shown ahead of the field count.
If the completeness ring reads below its total, for example 19 / 38, but you can still click Send for approval → the empty fields that remain are optional. Only required fields block sending, so you do not have to fill them all.
If you think the greyed button is about who reviews the commitment → the approver list on the draft is read-only, but an empty one does block sending. If the line under the button reads No approval workflow set for this project, click that line to jump straight to the project's approval rules. Change approvers with Manage in project settings, under the project's Commitment Approvals, not on the draft.
