You build the approval chain on the project's Project setup tab, under Roles & Responsibilities → Commitment Approvals. The Project Commitments page is where you then track approvals, using the AWAITING MY APPROVAL counter at the top.
It is a common place to look, because the approvals you are chasing are listed there. The setup lives one tab over.

Steps
Open the project and select the Project setup tab. You can also go straight to the setup with the link /projects/<project id>?focus=commitment-approvals, which opens Project setup focused on the commitment approvals configuration.
Open the Roles & Responsibilities section and find Commitment Approvals.
Under Workflow type, choose Create new workflow to build a custom approval chain, or Select template to use a saved workflow template.
Under Workflow Approach, choose Sequential (approvers must act in order), Parallel (all can approve in any order), or Conditional (flow changes based on value).
Select Add Approver and add each person who needs to approve.
If you want to reuse this chain on other projects, select Save as Template.
To manage the reusable chains themselves, go to Settings → Commitment approvals. Use New template to build one there, and it becomes available under Select template when you set up a project. The list shows Template Name, Type, Configuration, and Used On, so you can see where each one is in use. A new account shows No templates yet.
What happens next
Once the chain is saved, commitments on that project route to the approvers you added, in the order your Workflow Approach sets. From then on you work from the project's Commitments tab: the AWAITING MY APPROVAL counter shows how many are sitting with you, and the table lists each commitment with its Status, Vendor, Package, and Compliance. Use Filters, Views, and Columns to shape that list, and Save current view to keep it.
If this doesn't work
You're looking for a create approval control on the Commitments page → there isn't one. Approval chains are built on Project setup, not on Project Commitments. Go to Project setup → Roles & Responsibilities → Commitment Approvals.
Select template has nothing in it → no approval templates exist yet. Go to Settings → Commitment approvals and use New template, or build the chain on the project and select Save as Template.
AWAITING MY APPROVAL shows 0 but you expect items → either no approval chain is set on that project, or you are not one of its approvers. Check Commitment Approvals on Project setup, and clear any active Filters or saved Views on the Commitments table.
